A liveaboard working Komodo National Park sits under four separate rule layers at once: park conservation rules, national vessel registration and safety rules, port and harbour master procedure at Labuan Bajo, and the ownership and licensing structure behind the business. They are administered by different authorities, they change independently, and a vessel can satisfy three and be stopped by the fourth. Layer 1 — the park
Komodo National Park is a managed conservation area. Vessels operating commercially inside it work under park entry arrangements covering the vessel, the guests and the activities being run, with fees and reporting attached. The operationally significant part for a yard is not the fee schedule but the physical constraints that flow from conservation management.
Mooring and anchoring
Anchoring is restricted or prohibited at sensitive reef sites, and mooring buoys are used at managed locations. This has direct engineering consequences. Your ground tackle has to work in the deep, current-swept anchorages where anchoring is permitted, which usually means more chain and a windlass that can retrieve under load. Your mooring arrangement has to allow a safe pickup and hold at a buoy in a running stream, which means a proper bow fairlead, a strong point rated for the load, and a bridle that will not chafe through overnight. Boats designed without this end up damaging reef, or damaging themselves.
Waste and wastewater
Discharge of untreated sewage and disposal of solid waste inside the park is not acceptable, and enforcement attention on this has increased. Design consequences: holding tank volume sized to guest count multiplied by trip length rather than a token tank, a treatment system if you intend to discharge treated effluent where that is permitted, grey water handling, a realistic plan for landing solid waste and used oil at Labuan Bajo, and bilge water separation. This is a yard question because tank volume competes with fuel, water and accommodation for the same hull volume, and it cannot be retrofitted at low cost.
Layer 2 — vessel registration, flag and class
A commercially operating passenger vessel in Indonesian waters needs Indonesian registration and the associated vessel documentation. Foreign-flagged yachts operate under a different and much more restrictive regime, and using a foreign-flagged vessel for domestic commercial charter is where owners most often get into serious trouble. If your business model is selling cabins on trips from Labuan Bajo, plan for Indonesian registration from the beginning; retrofitting the ownership and flag structure after the boat exists is expensive and sometimes impossible.
Statutory survey and, for some vessels, classification society involvement affect the construction standard, the survey regime and the documentation you must hold. Deciding this before steel is cut costs far less than discovering mid-build that a surveyor needed to witness work that is now buried behind linings.
Layer 3 — port clearance and harbour master
Movements are administered through the harbour master and port authority at Labuan Bajo. A new or newly-registered vessel entering service has a documentation chain to complete before it can clear and sail with passengers, and each departure has its own clearance procedure covering crew list, passenger manifest, safety condition and voyage plan. Practical advice: build the documentation timeline into the delivery schedule. Owners routinely plan a handover date and then lose weeks because the vessel is physically finished and administratively not yet allowed to carry anyone.
Layer 4 — ownership, licensing and the business
Foreign owners generally cannot hold Indonesian commercial vessels or run domestic charter operations personally; the normal structure involves an Indonesian legal entity, commonly a foreign-investment company, holding the vessel and the operating licences. The details of permitted business classifications, capital requirements and licence scope change and are genuinely specialist territory. Passenger capacity, safety equipment and crew
Certified passenger capacity drives the life-saving appliance schedule, fire protection arrangement, escape route requirements and the number and certification of crew you must carry. Because of that chain, berth count is a compliance decision as much as a commercial one, and it must be fixed before the interior is framed. Insurance and inspection
Hull and machinery cover, and passenger liability cover, both depend on the vessel’s condition, certification and operating area being accurately declared.
